Tom is a dedicated advocate for safe, efficient, and competitive rail transportation, viewing railroad infrastructure as an indispensable catalyst for 21st-century economic growth. By combining a deep understanding of rail history with forward-looking strategy, he brings vital context to modern capital projects, policy frameworks, and corridor operations. Tom’s career spans the full spectrum of the rail industry, giving him a rare vantage point that bridges boots-on-the-ground operations with state-level policy administration. After graduating from Frostburg State University, he began his career as a freight conductor with a Class I railroad. He went on to hold managerial and safety oversight roles in commuter rail operations and later served as Freight Rail Policy Manager at a state department of transportation. This cross-sector background enables him to seamlessly navigate the distinct priorities of Class III short lines, Class I carriers, state DOTs, and engineering primes.

As the founder of Last Mile Rail Strategies, Tom leads complex engagements across three key verticals: railroad project development, railroad real estate asset management, and rail regulatory compliance. Known for innovative thinking, he serves as a reliable partner for clients looking to leverage railroading’s inherent strengths, maximize commercial corridor value, and build sustainable infrastructure for the future.
